The ordinance directed the Geographer of America, Thomas Hutchins, to survey an initial east–west base line. Hutchins commenced in 1786, employing as his starting point a stake on north bank on the Ohio River put by a 1785 survey team from Virginia and Pennsylvania to fix their frequent north–south boundary.
